My Ipod doesn't work

So I've had 2 diffrent Ipod nano's in the past, right now I have the 7th generation. When ever I try to get my music off Itunes onto my Ipod from our windows 8 computer it says that I need to restore the Ipod for it to work, when I restore the Ipod it says that it needs to recover, once recovered it says I need to restore again. It's like a never ending cycle. And I suck with technologies so its really confusing. Once I get it to 'recover it gets stuck on this screen. and it will not go back to normal...

've noticed that I don't have issues when I use my friends Mac, only when I try to connect to my computer. Can someone please help me?
