iTunes has not downloaded purchased iBook after many tries

I have purchased an adult iBook from iTunes but it has not downloaded in spite of Apple stating that it has been downloaded. The preferences have been set to accept explicit media. This has been tried more than a dozen times. So how do I do it successfully, and if not, can I get a credit?

I am using Mavericks 10.9.1.
