My ipad is seen as offline by other devices, and cannot sync with my new computer because a sync session failed to start, what do i do?

I recently got a new computer, a windows 8 sony vaio. My iphone and ipad cannot sync with it because a sync session failed to be started. Also my ipad is seen as offline by my iphone. I need help to resolve these problems.
