I have a German iPad and so a German iTunes account and because of that I can't use u.s itunes gift cards. But I want to buy apps without credit card so I want to know, is it possible to open a u.s itunes account on a German device? And would that help me?

You can only open an account in the US iTunes Store if you are physically present there and have a valid US mailing address. The country in which you purchased the iPad doesn't matter. If you are in Germany, you can use only the German iTunes Store.
