When plugged into my computer via USB, my iPhone is not being listed under "Devices" and therefore I cannot transfer purchases/sync it. How do I fix this?

I have my phone plugged into my laptop but it isn't being recognized as a "Device" nor does iTunes open automatically. I have an ASUS laptop with Windows 8, and I have connected my phone to it in the past without problems. Does the problem lie with iTunes, my computer, or the iPhone? And how can I fix it? Thanks.
