Why does Apple have control which carriers can provide LTE?

I have an iPhone 5 and live in Venezuela. Last year one the carriers here launched LTE coverage on band 3 which my A1429 iPhone 5 supports. When I took my iPhone in they said the weren't supported by Apple to provide iPhones with LTE. Why does Apple do this? And how long would it take? I need LTE to work but Apple is too strict and 3G just doesn't cut it. If this goes on for too long then I may have to sell my beloved iPhone for a phone that I can use LTE with. There has been a lot of anticipation for LTE and for iPhones not being able to take advantage of it is very disappointing. The carriers name is Digitel GSM.
