You cannot Send or Receive files using iPhone Bluetooth with a Non Apple Mobile device and also if you want to transfer file via bluetooth from iPhone to iPhone you need an Application downloaded from App store which helps you to transfer Images and some other stuffs. But if you want to share file From and To iPhone to a Non Apple Phone and if that phone is a Smart phone (Android/Windows) you can use Drop Box to share Images between your iPhone and the other Phone.
