iPhone 3GS Multitasking
So I plan on buying an iPhone 3GS (can't afford a better iPhone), if I update to iOS 6.1.3, would multitasking be possible without jailbreaking?

Yes, Multitasking is supported with iOS 4 (or later) and the iPhone 3GS and later.
Double tap the home button to bring up the multitasking bar.
