I just bought my iPhone from this guy on ebay and it is stuck on activate iPhone cause he didn't remove it. He is offering an extra 100$ for me to remove it!! Is there any way around this?!?! I don't want to pay extra for something I already payed for!!!

There's no way around activation lock. You should either take up the issue with ebay's resolution center (http://resolutioncenter.ebay.com) or the police.
