After upgrade can't add a new network user

After upgrading to Mavericks server I can no longer add a network user with the error

"Existing connection is not authenticated: password change denied".


I've entered the sudo commands as instructed in articale TS5289 but no change.

Mac mini (Late 2009), Mac OS X (10.7.5), Server 3
