ipod restrictions

I understand how to go into settings and place restrictions on accessing Safari and other things. However, what is stopping the kids from going in and changing them? I wondered if there was a way to put an administrator type passcode on the ipod so changes could only be made by one person with a password? I don't want to use the passcode that keeps people from accessing the ipod in general, a seperate code to use the parental controls or restrictions so the kids can't go in and change them on their own. Is there an App for that?
