"Administer this server" checkbox uncheck

Previously, we had multiple accounts that allow us to manage OD but they start to have issue authenticate in and make the adjustments in OD. So we disable that ability for these accounts. This leave only the directory admin account to administer the OD. Until now. We discover that the "administer this server" checkbox is disable this morning. This is the only account to administer the domain. We still able to login using the account and the account is still belongs to the directory admin group.

Is there a way to enable this checkbox "administer this server" from command line or other tools?

Thanks,

Xserve, Mac OS X (10.6.8)
