You have run into the Activation Lock. If you purchased the iPhone directly from the previous user you need to contact them and have them go into their iCloud account and turn off Find My iPhone.

If you did not purchase directly from the previous owner you need to return the phone and get your money back.

CAN I GO TO APPLE STORE AND ASK THEM TO GET HELP BECAUSE I BOUGHT IT ONLINE NOW I DNT HAVE ANY CONTACT OF THE PERSON FROM WHICH I BUY THIS PHONE EM STUCK

No. Apple will not help you with removing the Activation Lock that was enabled on that device by another user. Activation Lock is an anti-theft measure. Either the seller did not properly restore the device back to factory settings, or they were UNABLE to do so, because they either 'forgot' their Apple ID password, or they weren't the legitimate owner of the device.

If you had purchased the device from an authorized retailer, you woul dbe able to provide proof of purchase, and then Apple could do something. In this case, they will do nothing.
