You need to bring up the "Control Center" by swiping up from the bottom of the screen.

Click on Airplay and choose the Apple TV and then select "Mirroring".
The method to access AirPlay controls changed in iOS 7.

Are you using an iPad 4, like the original poster, or a different device?
Is the IOS device and Apple TV up to date?
Is airplay enabled on Apple TV and are you able to use basic airplay to stream content within an app?
Is the iDevice and the AppleTV connected to the same network? The iDevice must be on Wi-Fi. The AppleTV can be on Wi-Fi or a wired network, but many modern routers keep the wired and wireless portions of the network separate.
WWhat do you do if the Mirroring button is not even there?
