Or are you inquiring if there is an additional plugin for an external camera?
To know the exact build model year and specs of the computer would help to know if that is one of the models with a FaceTime camera, or an earlier model with different technologies, and probably different software or hardware issues to consider, if the camera or software is at fault, for example.
Helps to know what we're not looking at.

Restart in SafeBoot? ...With Shift key held down, immediately after startup tone, and until login window appears, then login, and find Disk Utility> launch Repair Disk Permissions> then after it completes, quit disk utility and Restart normally.
There are other things, depending on if there is an issue in the system management controller or maybe NVRAM that may have affected the hardware at a firmware or software level in the system, could be tried. There are processes and startup keys, shortcuts, etc for these to work, too. While a system management controller reset (SMC) may not be needed, and may not resolve the issue you noticed, here is a link to instructions and what to try first before that reset. Check the camera between those to see if it works.

I'd tend to think the problem may be looked into first in the software and user permissions, but it may be elsewhere.

Reinstalling Mavericks or logging in and out of iMessage did not help.
It's working on my Mac Book Pro 15" Early 2008 though, which probably means that it's not a universal - though seemingly frequent - problem after upgrading to Mavericks.
