I have been unable to open the game "Dragon Vale" on my iPad2. When I checked, I found that my "Game Center" does not open either. My iPad is running iOS 7.0.4. Does anyone have an idea what may be wrong?

Might your iPad be restricted?
Check Settings > General > Restrictions
Nope "Restrictions" are "OFF".
This has just been going on for a little over a day, like maybe 30 - 36 hours. Before that everything was running just fine.
"GameCenter" opens nicely on my iMac, too. (The game is iOS specific, so it doesn't open on the iMac.)
Just checked my iPhone, and "GameCenter" opens on it. (Yes, I admit to being adicted to Apple products, so sue me. USUALLY they work well.)
Try resetting your iPad. Hold the on/off and home buttons together for about 10 seconds till the Apple logo appears.

I ended up chatting with apple care directly. After a long process, I had to do a COMPLETE reset to factory settings (after making SURE I backed up the entire iPad to iTunes first) THIS finally solved the problem. Thank you to all who wrote to try to help me.
I wonderered if you had any further issues with your Game Center after this fix. I also are having the same issue, but was hoping a complete reset was not required.
To CILFM, Yes, having to do a COMPLETE reset caused my Apple ID password to crash so I had to reset THAT too, which meant ALL the apps that need the Apple ID had to be reset ... A - LOT - of hassle. It did solve the problem with my 'Game Center', but the hassles are still ongoing after almost a month from the original 'fix'. Good luck with your situation.
Hey thank you for taking the time to respond, will give it a try, but sounds like it is an issue with IOS 7 . There are numerous threads with similar issues by the look of it.
