Why can't I send a smm message from my iPad now I am using imessages

Why can't I send a normal message (green) since I started using iMessage (blue) whenever I send a message I marks not sent .

iPad, iOS 7.0.4

1. Messages on the iPad can only be sent to other iDevices

2. The receiving party must also be registered with iMessage

Note: The two above conditions must be met.
