I can't update my information to download from the store
I tried updating my credit card information a few times and now I prompt me to contact apple support
So here I am

You are not contacting the iTunes Store when you post in the Communities. These are user-to-user support forums. Go here:

and follow the instructions to contact the iTunes Store.
BTW, this forum is for questions from people managing sites on iTunes U, Apple's service for colleges and universities to post educational material in the iTunes Store. Normally you will get the quickest and most applicable responses if you ask your questions in the general iTunes forums.
