I have enough cloud storage yet my phone want recognise it so cant update

I want to update my phone but it says i need to free up 3 GBs thing is I have 15GBs of cloud storage as shown on the phone.

Why cant i use this? Its why I bought it.

iPhone 4S, iOS 7.0.4

It is referring to your local storage.

You can manage your local storage here:
Settings > General > Usage

You can also connect to iTunes on the computer you sync with and update.
