I can't find this server app in the app store.. I'm just looking for the server admin tools, to control the server preferences remotely..?? Used to be available on this website.

There's no separate app. Install a second copy of server on your second computer. Connect to the first computer (be on same network, or VPN to the server) and you can administer your server remotely using the second computer.
In addition to what cpragman wrote, the Mavericks Workgroup Manager is a separate download.
Apple has some cross-version server management details posted, if you're looking to manage across different OS X Server versions.
