Delete Items in my library keep comming back, from the cloud. I have deleted them many times.

Keep Deleting items from Itunes "songs" and they still are in cloud. Even after checking "remove from all devices and remove from cloud" I have 18,000 items in my library. I need to drop down these items and cant get them to go? Is it because I am deleting hundreds at a time?
