Your iPad Air , is it wifi only or wifi+ cellular ?

If wifi+ Cellular , try using a Zain LTE data package with the latest iOS 7.1 installed on your iPad Air , go to settings , general and then about in order to get the latest carrier update ( it will either come automatic or you'll have to update it manually as described previously )

As far as I know , FaceTime is banned in UAE and KSA but not in Kuwait however the only operator in Kuwait in partnership with Apple for selling iPad's is Zain. If you did the above and FaceTime didn't work, contact Zain in order to check why FaceTime was not enabled as part of their carrier update.

Let me know what happens and good luck

Hi Johnathan ,

Not all governments in the Middle East block FaceTime ; the service is allowed in both Kuwait and Bahrain , in addition to other countries in the region as well.

Devices that are sold in the Middle East with model numbers containing AE by default come without FaceTime due to hardware regional settings however , if an operator in Bahrain or Kuwait for example ( where FaceTime is allowed ) has a partnership in place with Apple ( visit this website for info http://support.apple.com/kb/ht1937 ) then the FaceTime icon will appear once the operator SIM card is installed , if you remove the SIM card it will disappear again and thats a fact.

Setting the region format to Kuwait will not do the job ; it depends on the partnership between the operators and Apple on whether to enable FaceTime or not. Zain Kuwait are listed as part of the operators with an official LTE support in their network ( http://www.apple.com/ipad/LTE/ ) which implies a contract is in place for iPads with AE regional model numbers. If the carrier allows FaceTime then it should appear.

Setting the region format to Kuwait DOES work. I have an iPad mini retina bought with a 4G LTE Internet connection from Viva Kuwait with the same "AE" serial numbers that were suspected to have permanently disabled Facetime features. When I first bought it and registered it online, I mistakenly used United States as my region (since I have a US iTunes account). To my horror, I discovered Facetime app is missing and wasn't even in the settings. I searched the internet but found no solution. There were many complaints about this issue to Viva Kuwait but still they insist that they are not disabling Facetime. I was close to giving up and had almost resigned to the fact that I will never have Facetime in my device. But one day I read about changing the region to the native region of the carrier, I tried it and what do you know, the Facetime app and the Facetime settings magically appeared. And activation was easy and didn't take 2 minutes. The only downside with this is that you will have Arabic numerals on your calendar and time but you can always switch your region back to United States if you're not using Facetime.
