Q: When I try purchase an in-app it just says I have to contact the iTunes Store? What's the problem?

Iv tried to purchase an in-app and after I put my password in and press the buy button it says I could not purchase it. I don't know why this is or what I must do got it to work

iPhone 4S, iOS 7.0.4, It says could not be purchased
