FaceTime in iPhone 5S purchased in the UAE

Can I enable FaceTime on an iPhone 5S purchased in the UAE when using it outside of the UAE?

iPhone 5s, iOS 7.0.4

No. iPhones sold in the UAE have no FaceTime cabablity no matter where they are used.
