If the camera is not functioning after that, get the phone serviced. Opening the phone to repair the phone yourself can't be recommended. Once you have opened the phone, Apple will not service it anymore and you'll have to search for 3rd party repair shops.

Jan 11, 2014 6:07 AM in response to Takhinenby diesel vdub,Basic troubleshooting from the User's Guide is reset, restart, restore (first from backup then as new). Try each of these in order until the issue is resolved.

Thank you Ingo 2711 for your attempt to help , unfortunately setting iphone 4s up did not help .
I think that the fault is in the camera or connecting parts.
I want also to thank disel vdub for his post ,
I tried reset , restart , restore , but nothing changed
