Reset it by holding the power and home buttons at the same time until you see the Apple logo, then release.
I've tried doing that but its not doing anything.
Did you hold it for up to 30 seconds to see if the Apple logo would appear?
Yes, i've tried twice already. Any other suggestions?
Try resetting it while it's connected to your charger. If it won't, you can try restoring it but you may have to force it into recovery mode to do so (see http://support.apple.com/kb/ht1808). If you can't, make an appointment with the Genius bar at the Apple store to have them take a look at it.
