Q: can I access contacts when using temporary sim?

I'm going to be travelling and plan to use a pre paid local sim card.

Can I still access my contacts?

iPhone 5s, iOS 7.0.3

The SIM card has nothing at all to do with your contacts. They are saved on the phone, not the SIM. The iPhone does not save anything on the SIM.
