Athough I have location services turned on, Siri and other programs cannot find my current location. Why? How can I rectify this?

iPad 2, iOS 7.0.4

Do you have a Wi-Fi only iPad? If so those iPads do not have a GPS chip in them. Location on Wi-Fi only iPads is determined by using the location of the Wi-Fi network. But if the Wi-Fi network is not in .apples database the iPad will not be able to determine location. Also if the Wi-Fi router is in the network but was moved at some time the location reported might be incorrect until the database is updated.
