If you've purchase additional iCloud storage and it still says "not enough" for the backup, then it sounds like you don't have enough storage in iCloud.

Another thing I've noticed now is that my iPad is backing up perfectly. I can access the 'manage backup space' tab in settings>iCloud on it. On my iPhone I can't even open that tab.
