Can't find a Webserver folder inside my Library

I'm trying to work on PHP and found that I do not have a webserver folder inside my Library. I have Mac OS X version 10.8.5. The closest folder I have is called a Webkit and it doens't contain anything inside the folder. Please advise me what I should do. Should I just create a webserver folder inside my Library? If so, what kind of files am I suppose to put inside the webserver folder?
