That will depend on the way you got the pictures there.

• Pictures taken on your iPhone in the camera roll or saved to the camra roll can bedeleted in the Photos app.
• Pictures edited in iPhoto on your iphone and stored in the edited album can be deleted, after reverting them to original.
• Photos that you synced to your iPhone from a computer can only be deleted by syncing again and deselecting them during the next sync.

I have an iPhone 5 with ios8 and cannot delete photos taken with the phone. I do not store photos in iCloud, nor do I use streaming. If I connect to iTunes it only gives me a choice of syncing from a folder on my computer.
