Q: haven't used my I-pod (shuffle type ) in over a year. no charge left in battery; to recharge it, is the unit suppose to be turn on or off?

I haven't used my I-Pod for over a year. There isn't any charge left in the battery. Is the unit suppose to be turned on or off for charging?
