Do you need to 'reset the Admin user password' to gain access to the computer?

{If you have a newer Mac with no optical drive, and no boot disc DVD, but it has a Recovery partition, you may be able to boot into OS X Utilities in there and choose to reset the admin or account passwords. I haven't used that, so am not familiar.}
