Some ringtones not syncing

So I have a bunch of custom ringtones that I want to get onto my iPhone but only half of them actually show up when I go into my phone and look through my sound settings.

All the fiels are .m4r's

They're all less then 20 sec.

They are all checked off in the folders and in the iphone tones tab.

And even when I do "selected tones" half of them still dont show up (in totaly Im selecting about 12, but only 6 show up)

In total I have about 27 but im not using them all obviously, there are 12 that I do want on my iPhone, and the Iphone has shown up with 18 one time when I synced it. It isnt certain tones, the ones that show up in certain selections are random, meaning that if I pick a specific 8 tones 4 tones wont show up, but if I have the same 8 tones but pick 4 more, a different 4 wont show up. ( I hope that makes sence)

This is getting kind of annoying and if anyone has had a similar problem please help. Thank you.
