You will need to physically hook the device up to the computer you sync with to do an update from iOS 4. OTA updates were not introduced until the release of iOS 5.

Make sure you have the Latest Version of iTunes (v11) Installed on your computer
- iTunes free download from www.itunes.com/download
Note: the Ipad 1 can only go as far as iOS 5.1.1

Jan 12, 2014 8:22 PM in response to 88donovanby Niel,Update it from iTunes on a computer as described at the bottom of this article; devices running an iOS version prior to 5.0 can't be updated straight from the device. It will be updated to the newest iOS release supported by the device’s hardware, which is iOS 7.0.4 for an iPad 2.
