Q: I have no credit card and ican,t  take the billing system so how could open my App Store

There are instructions on this page for how to create a new account without giving credit card details : http://support.apple.com/kb/HT2534 - if you don't follow those instructions when creating it then credit card details will need to be entered before the account can be used in the store to download any item.

If you want to use the same email address on the new account then try changing the address on that one via the Store > View Account menu option on your computer's iTunes or via http://appleid.apple.com
