Where did you get the phone?
Was it ever jailbroken or hacked to unlock it?

yes there is a sim
it was sent to me from saudi arabia
i don't know if it has ever been jailbroken
Activation problems are almost always caused by a SIM not being present in the phone or a phone that was hacked to illegally unlock it.
Talk to the person you got it from. If it was hacked or jailbroken, you can't get support for it.
