Q: SoftBank doesn't unlock phones even if you paid for the iPhone up front. I now have a useless iPhone 4S that can't be resold in South Africa. The isn't any buy back options here in South Africa.
So SoftBank Japan doesn't unlock iPhones. Apple doesn't unlocks iPhone or offer a buy-back upgrade option in South Africa.
An amazing phone that has just lost the ability to be a basic phone.
What do I do now? Any suggestions or help?

No store can legitimately unlock an iPhone. Only the cell carrier can do that, and as Indy has already discovered, SoftBank does not unlock iPhones. Any other site or store purporting to unlock an iPhone will be hacking it.
