This feature is lost in Numbers 3. Apple has promised to bring it back:

Meanwhile, select the rows you want to sort:
Click and hold on one of the selected Rows Tabs until the selection 'lifts'. Drag to an empty place on the canvas. It will form a new table. Sort.
To get it back, there is a trick. Numbers 3 won't move a whole table into another table. Click in the last row and press enter to add another row. Select every row except the last.
Now click and hold on one of the selected row tabs and drag back into place in the original table.
With a large table, it may help to place a 'marker' row to show where to drag back to.
I find click-and-hold-then-drag is easier with a mouse than a trackpad. With a trackpad, click on the lower left corner of the pad. Then struggle with dragging.
