Q: So I took my computer in to be serviced on this issue twice. The fan is making a constant buzzing sound even after they replaced them and the logic board. The noise is way too loud to be normal.

What I want to know is how much noise my fan should be making. My warranty is over and I'm tired of taking it in to the genius bar over and over again when they can do barely anything to fix my issue.

MacBook Pro, Mac OS X (10.6.8)

Which model MBP do you have?

Did you check your MBP out prior to leaving the AS to make sure it was working properly?  What did the genius say they did & if same was repaired?  If you paid for the alleged repairs, you should take it right back & advise the genius that you are still having problems & should not be charged extra.

My MBP model is mid 2010. I did check it out to see if it was okay but it was too loud in the store to tell. I turned it on in the car but it wasn't reallt that bad at first.

Take your MBP right back to the AS along w/your repair receipt.  Let them know firmly yet politely that the problem has returned & not fixed.  You may want to tell them to take the MBP to a quiet room or make a recording of the sound w/QT & let the genius hear it.
