also it says i owe 3 dollers if i put 3 dollers on my visa card will it pay it off and will i be able to countine using itunes
Yes, as long as you pay the balance on the account. Note: You can only settle the balance on the computer, after signing in on the account you will be prompted to review your account information just update your billing info or you may also redeemed iTunes Store gift card to pay the balance.

You should be able to settle the balance by updating the payment information from an iOS device... Settings > iTunes & App Stores > tap your Apple ID, tap View Apple ID, sign in, go to Payment Information, and update or reprovide your payment information. It will automatically try to process the payment and as long as there isn't a problem with your credit/debit card, you should be good to go.
i have my visa card hooked up to my itunes it will not let me buy anything or download an app due to outstanding payments that i owe if i put money on my visa will i be able to use the same visa card without it telling me the card is invalid
