UNblocking a caller issue

Iphone 4S, operating IOS 7.0.4

I blocked a caller by mistake. I went to the contact and choose "UNBLOCK this caller"

However, the same caller has been trying to call me and it goes straight to my voice mail. The caller is another member of my household, so we tried together, and the caller can not get through to me.

I checked the "blocked" list, the number is not there.

I checked the contact info and it shows "block this caller" which schould mean the number should not be blocked at this time.

I deleted the contact. I added the contact back. Still the caller can not make a call, or text me. I can call the number with no issues.

Help!
