Security Questions Issue

I have forgotten my security questions and cannot seem to find a way to reset them. I do not have a recovery e-Mail address setup and I live in Malta so I am unable to contact Apple Support via telephone to reset the questions. Is there any other way to reset them?

You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.

The articles include a phone number for Malta.
