As far as I can tell, Clear All will set the selected range of cells back to their default state. It removes data, formulas and format selections.

Well then how can I take an existing table and clear it out to use as a template but leaving all of the formulas, formating? Just remove the data?
In order to do this simply, you need to plan ahead so that your manually entered data is all in an easily selected range. Then, Select a Range of Cells and hit the Delete key. If there are formulas in the range, they will be deleted, so do this with caution.

When it comes to the Pop-Up format, you will have to use the Pop-Up selector to choose your desired display. If you want to expand that display choice to other cells, you can use either Copy/Paste or Fill.

In other words I will have to replace the popup selector in each column and then drag and fill to the bottom?
Right. It's not a big deal since you only do this once to make a template. After that you start again with the blank version. I would have used the word "Reset", as opposed to "Replace", but I think we're talking about the same thing.

Looking at this segment of your table:
Assumptions:
Large table:
Set B3 to the "blank" item choice. Copy.
Select cells B3-B18. Paste. Then Copy.
You now have 16 copies of the cell set to "blank".
Select cell D3. Paste
Select cell F3. Paste.
Continue selecting every other cell in row 3 and pasting until all participants team selectios have been set to the 'blank' choice.
Wins table:
I'm assuming each week needs to be reset individually. If so:
Set Input Stats:: Week to 1
Select and uncheck one of the checkboxes in Wins. Copy.
Select all of column B of Wins except B1. Paste. Then Copy.
Set Input Stats::Week to 2.
Select clee B2 of Wins. Paste.
Repeat for Week 3, 4,...16.
Names:
Team names will be stable from season to season. Leve them in the tales.
If participant names will also be relatively stable, leave them on the template as well. If there will be mostly different participants each year, or if you want to put the names in a different order each year, replace the names with generic entries—Name 1, Name 2, etc. You may be able to enter the first, then fill right in row 1 by selecting the first cell, then filling right. Merged cells may affect the ability to do this.
