New playlists are not showing up on my sync music tab

I uncheck sync music from itunes. I sync my iphone 4s and it removed all music from my phone. I reset the phone and restarted my macbook pro with OS X 10.8.5. I connect the phone start itunes 11.1.3 (8), go to the phone tab in itunes then music tab check sync music, check "Selected playlist, artist....." but not all playlist are showing. I created a test one and that too is not showing up. Any help would be appreciated
