Return it and get your money back. What online service did you use to purchase the device? Without the original Apple ID and password used to activate the phone, no, you cannot activate it ever.
It's stolen. You are fully aware of that fact. That makes you guilty of a crime. Turn it over to the police.

If it is truly a stolen device, you need to turn it in to the authorities. If you are referring to the Activation Lock, then there isn't anything that you can do. You just purchased an expensive iPaperweight.
i didnt knew is stolen until i tried to activate it.i think i'll turn it over to the police if i am very sure that i cant fix this problem.

Turn it over to the police if it is stolen. If you cannot see that it is stolen, then no matter what, you will not be able to activate the device without the original Apple ID and password. The phone will be useless to you. If the seller will not provide you with the Apple ID and password, then you are out of luck. If you purchased this on eBay, I would still see if you can file a claim.
The message you posted has something to do with Lost Mode. If you try and translate the exact message, you may be able to find the owner, but at least you know it is somewhere where they speak French.

if i knew the mail of the original owner i would talk to him and see what i cand do....send him money to give the passwor and activate it,or he would send me the money i paid for it and send him the phone....thanks for the advice
