Downloaded iCloud to my PC with win 7, but can't upload photos

I have a mac mini that's bootcamped to Win 7. So it's always Win 7 now.

I installed the new iCloud 3.0 in there, synced up icloud to share photos and photo stream. It gives me three folders named: Photostream, shared, uploads. I just place 1 different photo in each folder and I cannot see it on my Apple TV.

Im looking to be able to do a live photo stream slideshow from the Apple TV to a TV with photos that will be uploaded to a certain folder every few seconds.

Is there some kinda refresh button or force upload button that i have to press?

Help?

iMac, OS X Mavericks (10.9), other iMac is on 10.8.5
