Fail to register Phoenix, AZ as MST in winter months.

After much fussing, found that changing iCloud time zone to other than Phoenix, AZ (Mountain Time), for example, Salt Lake, UT, allowed calendar invites to register in sync in MS Outlook. Additionally, sending meeting invites through iCloud Control Panel 3.1 within Outlook 2013 (Windows 8.1), required changing location on invite from "Phoenix" to "Mountain Standard".

This has been replicated. This is an iCloud product bug.
