I'm not sure if this ipad I purchased on Ebay is stolen or not but I cannot access it because the previous owner still has it on their account. How can I track the previous owner either to give them their property back or get access to the ipad?

The Apple ID and Password that was Originally used to Activate the iDevice is required.
If you cannot get this information from the seller
Removing a device from a previous owner’s account
You need to return the Device for a refund, as you will not be able to re-activate it.
There is No Workaround.
Tyhe previous owner should have done this.
