I cant acsess my itunes or app stores either to buy or change my card and Im being charged extra for apps i

I have been trying for ages to get into my itunes store and apps, I cant do any upgrades etc or alter my card and Im being charged extra whenever i buy a app on my ipad, please help,is it the maverick I installed

iMac, Mac OS X (10.6.8)
